Settings > appearance:

Turn off Hardware Acceleration. While you’re there, enable Streamer Mode.

Settings > voice and video:

Turn off OpenH264 Video Codec provided by Cisco Systems, Inc.
Turn off “Enable Quality of Service High Packet Priority
Turn on Noise Suppression Beta

Now, click on the gear settings icon on the movie channel itself. Change the bitrate to 96kbps.
